Fees Charged by KCMo PD Private Officer Licensing Section
Based on documents in the possession of the Kansas Association of Private Investigators, here are the fees charged by the Private Officer Licensing Section for Private Security licensing during the Claim Period:
September 1988 - February 1997
License Classifications: Private Guard, Private Officer, Private Detective
Fees:
- Initial:
- New Guard $33.00
- New Officer $63.00
- New Detective $63.00
- Unarmed Detective $43.00
- Upgrade $30.00
- Transfer $ 5.00
- Lost card $ 2.00
- Annual Renewal:
- Guard $15.00
- Officer $35.00
- Detective $35.00
- Unarmed Detective $25.00
- Dual License:
- Guard $15.00
- Officer $25.00
- Detective $25.00
Notes:
- The documents indicate that only cash or company checks were accepted.
- New applicant fees included a $28.00 application processing fee that was non-refundable, a $10.00 testing fee and a $10.00 range firing fee.
- Transfer fees were charged when a licensee left one security company and began working for another company.
- Upgrade fees were charged when a licensee changed from unarmed to armed or from a guard position to an officer or detective position.
- Dual license fees were charged when an individual was employed by two companies simultaneously.

Notes:
- The documents indicate that only cash or company checks were accepted.
- The fees listed include training and qualification fees.
- The documents available are internally inconsistent on classification and transfer fees. The classification fee was apparently charged when changing individual officer classification and the transfer fee was charged when changing companies.
- Dual license fees were charged when an individual was employed by two companies simultaneously.
May 1999 - January 10, 2000
License Classifications:
Class A (arrest powers): Loss Prevention Agent, Private Agent, Patrol Agent, Private Investigator, Security Specialist, Airport Police
Class B (no arrest powers): Guard, Armed Courier, Special Event
Fees: Returned to fees previously charged, but retained new classifications. It appears that they charged armed or class A licensees the higher fee and all others the lower fee. No direct copy of the fee structure during this period is available.
